2.1% is minimum certification (CS/FAR/AP-25) value. For instrumental approach according to 8168 you have to have 2.5%. If there are some significant obstacles, ACG should be bigger, than 2.5%....

Yes, gross.

Gradient, provided on charts, are gross and includes 30/50 meters obstacle clearance. Gross/net flight path definition are not provided in Doc 8168.

Flex corrections

You have both MTOW and Flex Temp corrections at the bottom of the chart. For MTOW determination, use weight correction, for flex temperature use flex corr.
