I can't think of anywhere else where you need to complete aptitude tests in order to apply for a job that you already do. It is bizarre & probably puts a lot of potential candidates off applying.

I know ATCOs who took the risk and paid for their training at 18, got a career out of it & earn good money at a young age.

It can and has been done.
