The previous MPL courses were held in HK (for theory) and MEL (for flying). I guess the takeover of that academy didn't improve it.

They already had a CPL course done in NZ recently.

Just got an update with KA. At the moment they plan to have just 2 courses per year, and possibly a maximum of 10 people per course. That's likely to be 1 MPL course and 1 CPL course in ADL and NZ....

that's not true, SO are still able to do takeoffs and landings. however, newly joined SOs will do a certain amount of observation flights which might be where your source got confused.
