In many major airports, I always find a VOR/DME within it, but since we could fly the advanced approach(ex. rnav, gps, gnss), is the V/D still required??? Or only for homing

Got a question like this, some day taking off from KSFO R28, and 1 Eng flame-out followed by the company policy to fly EOSID(Engine Out SID), it will be like fly 2 miles away from A/P, then right...

Could anyone tell what system is adopted in Europe to detect low level windshear/microburst? In the States and some other countries, are LLWAS developed by NCAR.....
