Do you know since when they started accepting foreign applicants for the PQC? I understand that the priority will be given to the locals since pilots with 250hrs+ can be found relatively easily...

PQC Program Open to non-Hong Kong Permanent Identity Card Holders

Just noticed last week that their PQC is now open to non-Hong Kong Permanent Identity Card Holders. Did they just change the ID requirement recently?

I wasn't aware that an instructor with non-FAA flight instructor cert. can give FAA biennial flight review endorsement, which is required for a license conversion.

finding a FAA CFI in your area may be easy, but finding an access to an airplane with that CFI may be a challenge...
