I meet those criteria, so I don't see what the problem is withthe CAA, and why it has to be referred to a 'technical officer'. In my correspondenceto them I even quoted the very same CAP 804...

I guess you mean Dornier 328 not Dornier 228. Having said that the Fokker's speed is possibly closer to the 228s than the 328s, which makes for a VERY long haul...
