Try getting 1500 hrs . . . requirements are in the Civil Air Regulations . . . I believe you can download it online from the CAAP webpage.

Yups, there is no way to escape the 35 hours of ME flying. I believe you have to do your night rating of a minimum of 10 hours on a SE as well . . .

As for the theory, I believe its about 14...

USD 35k wont be enough in Malaysia as well. Its about RM 250k in Malaysian Flying Academy (MFA) and yeah . . . the only place you'll get CPL/IR flight training is in the Philippines.
