I think that the confusion here lays with the use...

I think that the confusion here lays with the use of External Chemicals. This topic normally comes up when talking about "Tail-pipe" fires,

Because the external chemicals are highly corrosive...

I recall from somewhere - but can't remember exactly - that the dots indicate that the specific switch is a "3 Position Switch."

All others LIGHT SWITCHES are simply on / off.

I think the "Step To" is refering to the next level "Step" (achievable at time of 2103UTC) where the max level is refering to the "Current" maximum. The Optimum being the "Current" optimum level....

Just use - and brief - the use of the "Auto-Retract" system (1+f to 1 automatically). Perfectly acceptable per the FCOM. The issue should then solve itself.
