Maybe it is because if you have a leak in the fuel feed system to one engine, you do not want to emty both fuel tanks in one leak.

wasn´t there a A330 that ran out of fuel because of that ?

If you look closely at the picture, on the right...

If you look closely at the picture, on the right side you can see the control tab and the geared tab still on the elevator but not the antifloat tab.
on the left side you can only see the control...

No it is not the wing. it is a picture of the end of the elevator (or maybe the aileron)
If it is the outer end of the elevator it is the anti float tab and...
