You need 150 hours total time and 70 hours pilot in command to start CPL traing. To apply for the licence you need 100 hours Pilot in command and have completed a cpl course and skills test.

I know that you don't have to "declare" an emergency in the US and it worked... I have flown in the US and even though it's more relaxed it usually works. I agree THEY didn't screw up the radio call...
