Certainly wouldn't be that hard to considerably reduce the chances of collisions like this one, using a device called a Portable Collision Avoidance System.
A PCAS system is not that expensive....

Wondering how hard would it be to have an additional mode on a transponder.

Auto response mode where the transponder sends its info without being interrogated.
