There is a flying school in Guam where you can do the FAA written test. I think it is about $300 USD for the test fee. Guam is about 5 hours away from HK.

HK Chinese pilots will not become involved industrially, will never stick their necks out, they leave that for the crazy gweilos. They do like to sharpen their knives in private, not on the DPA...
