Before 80 kts we stop for anything, between 80 and V1 only for engine, failure, fire, aircraft unable or unsafe to fly. After V1 we fly. etc etc.

ATC is not in the 80...

As for the lights being switched on only briefly we sometimes do it to check if there are any clouds ahead so we can switch on or off the engine anti ice.

Because this way the RA will read 0 with a positive pitch attitude at touchdown.
