Actually, taxiing with wing anti-ice on is not allowed since it can end up boiling the fluid and therfore render the fluid no longer usable.
With the 700/900/1000 wing anti ice will not switch off...

On the Fokker 50 the gustlock is removed and controls checked during lineup or in high winds after lineup. Mind you holding the stick in high winds is not a bad idea as the gust lock can fail :}
