So how could you ATC's possibly remember how to safely operate this computer system when you don't receive refresher training? Don't you have to pass yearly checks on these systems much as a pilot...

It appears a nationwide problem in ATC staffing levels and not just isolated to Melbourne Centre. Has this got anything to do with SDE?

I think you'll find that the aircraft was a Twin Comanche, not a Cherokee 6 as reported by the newspapers.
