EVS minima in Europe part 91

Can anyone shine some light on this topic? Mainly, can one start the approach when airport minima are less then published minima and RVR using EVS?

looking for the source of "centering chart" 031-13375A, which I have run into on the mass and balance theory examination and didn't know how to read it.

this is how I do it and it works pretty well;
I study the Jeppesen books first, then I do the prep using the Dauntless software.
I was surprised by how many questions I've seen...

I got preselected as a prospective pilot ,but at the same time, I'm reluctant to pay $500 registration fee.
