It is there so if you land on the water nose high, especially if you flare too late in autorotation, the tail doesn't enter the water, the plate will force the nose level.

Helicopter crash in Madrid, carrying Conservative Shadow PM. Happened after takeoff from a Bullring in Madrid. Aircraft about 20ft in the air, before spinning.

Not an urban myth.
It was a R44. Robinson use the accident in their Safety Course Seminar as why the pilot should always remain at the controls until the blades stop.

In fact the CAA limitations are that fixed floats should not be used on water, unless it is an emergency
