A320 Fuel leak procedure

Does anyone know the significance of the 3 tons in the last line of the fuel leak procedure.

It says when each wing tank gets down to 3000Kg to switch the centre tank pumps on.

If engine anti ice is required for departure then you apply a flex penalty for the airbus. If no penalty applied due to conditions and then in the climb out below 1500ft you then have to switch it...

Thanks Iceman, but that dosn't answer my question. Following the SOP that i have read would mean approaching at effectively Vls conf 3 which dosn't seem right.

That makes sense and would explain why we still always use TOGA in my airline.It seems the derate is an option separate to flex which we dont have.
