Fuel jettison wouldn't look like that, even if the MD-80 had that facility.

Just what I would expect from Venezuela. The RFFS take an age to turn up. The ground staff are too busy taking video footage on their mobile phones to do anything useful. It seems that they had no idea of the potential consequences, which is particularly worrying. Did they think it was water?

Arn't you meant to turn off mobile phones while refuelling?
Guess that doesn't apply when it's pouring out the wing.

I would check for a cabin service vehicle with some scrapes on the handrails

Looks more like a failure of a valve in the fuel system - jmho

It looks more like fuel venting from a surge tank.

I would think a check valve failure or similar in the fuel system causing the vent/surge tank to overfill. Turn off the pumps and it should stop soon.
Had somthing similar on a BAe 146 years ago.

I had exactly that happen on a 737-400. It started about a second after I had walked beneath it during a pre-flight. I only juuuust missed a kero shower. Fuel trucks have an impressive delivery rate when viewed at close quarters.

Lets hop they didnt forget to disconnect the fuel truck before the flight ?
