I believe the rule in the Bahamas is no night VFR anywhere in Bahamian airspace.

Just who should take the responsibilty for the lighting? the ground or the pilots.

This accident struck me with questions like where were the cars or truck parked? which way were the lights aimed? Was the plane significantly not aligned with the runway?

And how would you address "security procedures" in the dead of night at 50+ remote, unattended airstrips across hundreds of miles of tiny out islands in a country with a population of 300,000?
