No ACAS in acft <30 pax or <15000kg
 
Am I the only one who considers this to be a major safety-issue?

Lots of acft's up there without ACAS due to present ICAO regullations.

Is it an economical consideration?

The requirement to carry ACAS is being extended to include (most of) these aircraft from January 2005.

Is there a sign confusion here, or am I being dense ?

Do I understand that anything with LESS than 30 passengers, or which weighs LESS than 15000kg, will need some sort of ACAS, no matter what ? Which includes ANY aircraft in ANY airspace, so pretty much anything which leaves the surface of the earth will need ACAS ?
