So long as testing is for "symptoms only," this will happen, and pilots need to refresh their uncontrolled-field procedures. With enough testing broadly available, these "emergency-decontam" events will subside.

NOTAMS have been issued prohibiting any aircraft from operating within a 5nm radius of either airport below 3,000' AGL for the next week.
