Because it wasn't an American movie, guns aren't the answer to every problem, once he left the car he was no longer a significant threat, killing him wasn't necessary in order to capture him, and he hadn't been tried, found guilty, and sentenced to death yet.
Seriously the mindset that if a gun might be used to solve a problem then any less deadly solution is redundant is very American; it permeates your movies and it drives your attitude to gun control and it is very different to the rest of the world.
