ground radar?

could precise ground radar and collision detection systems be used to prevent wingtip collisions in the future? Then there's no weight to lug around inside the airplace. Perhaps link it to TCAS to say "STOP" when an imminent collision is detected. The technologies there, just not linked together to solve this problem.
