Yes but.......are you sure it wasn't taxing out? The lower beacon is flashing, you can see the left wing white Nav light and I think the nose wheel is to the right.

Actually, this is not out of the ordinary kind of weather for the arctic. The lack of trees makes means that there is not much to slow down the wind, although in the flatlands, the benefit is not a lot of mechanical turbulence.
Poor vis in blowing snow but climb one or two hundred feet and you are out of it. Frequently, the runway will be in sight from 20 miles back(especially at night) but be ready to lose it in the flare.
That being said, it is not normal for a plane to be getting spun around like this. The first thing that comes to mind is, I wonder if there is a layer of ice under the aircraft. It is springtime and perhaps there was some melting and then freezing after a drop in temperature.
