Arrow UK/HKG bilateral aviation agreement?? What is happening??

It has been about two months since I heard the EU had put off a final decision on the legality of the UK/HKG bilateral aviation agreement. Have they made a decision yet or are they still sitting on their hands? Last I heard Virgin Atlantic was going to operate the route on a temporary approval. Is this still the case?
