Things are moving in EASA land :

All they need to do is change the rules to allow IR training in non-IFR certified aircraft. Then people can get their IR under the hood in an R44 just like the FAA system.

They know they need to do something. The pipeline of new pilots is drying up because training is becoming unaffordable. The Civil Aviation agencies in Europe are generally funded by the users. All those nice little jobs they have that keep them in good fortune would dry up if the industry shrinks. Would I take a single engine Pilatus IFR ? Sure....A single engine turbine helicopter IFR over urban areas ? The money would have to be right.
