They will have to buy out some existing Operator.

PHI, Bristow, and ERA will see to it they cannot get an Operating Certificate on their own.

Plenty smaller operators with a 135 certificate to buy cheap and expand.

CHC should better service their existing customers before looking to spread the expertise even thinner.
