Induced flow
 
How come, in level, forward flight, induced flow velocity is smallest @ front of disk?

The flow has had less time to be introduced to the inducer.

Yes, the airflow at the front of the disk gets taken by surprise.

And the back blade is coning upwards (front blade is lower, because the whole disc is tilted forward) so it cops more induced flow - hence inflow roll.
