I'd really be wary with regard to the coax rotorhead. Just imagine someone were "cutting cost" while copying the design. :ugh:

I'd say there is more to this story than reported. Clearly lots of money invested in this venture

Some of the many images floating about include a line of standard looking Kamov machines apparently sitting outside the factory in Moldova.

It may be that they are simply refurbishing existing airframes. No more legal, no more safe but it might be that the mechanical parts are not simply being made from scratch.
