Pretty sure that's just a bit of slack reporting.8500 INR would be about 120 USD seems more likely for 10 mins there and 10 mins return.

He hired it from the national capital. A quick look at the map, and it looks like about 1000 km round trip, so $8500 does not seem so outrageous.
