R44 Type Rating Examination
 
Dear friends hello,
I currently hold an EASA ATPL(H) with AS332 Type Rating and I have finished my training in R44, but when the day for my TRE came, the examiner told me that he can't perform the examination because he holds an EASA CPL(H). As i discovered later when I contacted the Hellenic(Greek) CAA, I must be examined by a TRE who holds an ATPL(H) like me.
So my answer to you is if anyone knows if this is correct and if you have any solution to propose, even if this means to travel to another country and fly the examination, or contact with a TRE and pay him to come to Greece and fly the examination flight.

I think they are referring to this basic requirement for all examiners:

”hold an equivalent licence, rating or certificate to the ones for which they are authorised to conduct skill tests, proficiency checks or assessments of competence and the privilege to instruct for them”...

However, I would say that this test is not for the licence but for the rating and so he should not need to be an ATPL. In fact, somebody who only has R44 experience (and other non-MPH types) could not hold an ATPL anyway. It can also be done by an FE, not just a TRE.

I have the same opinion with you and I specifically told them that, but they don't accept it

Can they explain this bit? It's a nonsense to expect R44 examiners to hold ATPLs!

The extract from FCL.1000(a)(1) is a broad statement applying to all forms of examining, it could be for a licence issue, or rating issue/revaildation/renewal, or renewal of a FI/FE certificate. The key is the ‘or’.

If you are instructing or examining for a CPL licence you must hold a CPL, if you are examining for issue of an ATPL licence you must hold an ATPL. If you are examining for a type rating you must hold the rating. If you are examining for an FI certificate you must hold an FI certificate. Common sense really. I think they have misinterpreted and over complicated it.

Try asking the examiner to just put the rating on your CPL instead ;)

What Aucky says is correct.
Isn't the CAA supposed to provide / select an examiner ? Let them find one or come up with a solution.

I hold an ATPL(H) used for offshore flying but also have R44/R66 ratings for onshore flying and have for many years had the tests and PC’s performed by CPL(H) holders, in fact as far as I know nobody in the company that operates the R44/R66 holds an ATPL(H) except for me.

I tend to agree with Mr Aucky as the APTL is not relevant to the SE/SP types, it seems to me excessively strict for the CPL examiner to not examine in this situation.

Only for checkflights in regards to initial license issue....so for a CPL or ATPL-checkride-yes.

Not for any (additional) type ratings...

The examiner only needs to examine the type rating skills (in this case: Single Engine Pilot in Command).

Any TRE or FE can do it as long as they hold a R44 rating......(and-in the case of a TRE-he needs to be checked on the R44).

Also I would like to ask if someone with atpl can issue a simple ppl for the r44?
