Op Spec H103 DME ARC?
 
Does anyone have a reference as to what is meant in FAA Op Spec H103 as to the meaning of "DME ARC any light configuration", which lists a minimum HAT of 500'? It seems "DME ARC" means different things to different people relating to an instrument approach and I am seeking an official reference.

Please be more specific. Are you asking what constitutes light configuration, a DME ARC, or what is a DME ARC instrument approach? If asking if a DME ARC IAP pertains only to approaches with an arc on the final vs. an intermediate segment, I would suggest asking the FAA general counsel.

I dug around a bit....and was thinking H 103 had to do with Landing Minima for Non-Precision Approaches and that the minimum Height Above Touchdown (HAT 500 Feet) is what that indicates.

Some more information about what provokes the question would be helpful.

I don't have more details or information other than what the Op Spec H103 states, which is the problem. It has a table simply stating the minimum HAT for a DME ARC (any light configuration) is 500'. I am trying to find a reference as what approach this applies to. An approach which a final segment having an arc? An approach that has any segment (such an an intermediate segment as an arc)?

IMHO, the H103 DME/ARC criteria pertains to a procedure identified as a DME ARC approach, as in, “COPTER VOR/DME ARC 1”. TERPs defines such a procedure (TACAN, VOR/DME, and VOR, using an arcing final approach segment), however I don’t know if any exist. Furthermore, I don’t think the FAA expects, for example, a LOC approach with a DME/ARC from IAF to LOC interception to be flown to a HAT minimum of 500’. I am not aware of any IAP minima that is affected by how one gets to the FAF. Also note, the equivalent FAA fixed-wing OpSpec has no such thing as a DME/ARC procedure or minima.

I think this is a widely misunderstood and abused procedure. See FAA Order 8260 for further information. Again, the FAA General Counsel is your best source for clarification.
