Wires were involved, given the powercut reported, but unclear if that was cause or effect.

Witnesses saw them flying unusually low.

From the Japanese news report:
Weather was cloudy/foggy but no rain, some witness saw a piece of the tail come out of the aircraft, aircraft made sudden turn around plummeted 700m and cut the power line on way down. 4 on board and heavy equipment for a local power plant, this was a replacement aircraft as the original aircraft assigned for the mission was unavailable at the last minute. |
What I read was that they had been doing heavy lifting of plant machinery all day and were on their way home when it happened.
