Hi Guys,

Need some assistance in understanding the new EASA Regulations.

Understand conduct of flight operations under the new EASA regime is to be as per Implementing Regulations of EASA Ops.

Need clarification on the following:

(a) Have the IR for EASA Ops been published? If so where can I get a soft copy of the same (request a link if possible).
(b) Have the AMC and GM for EASA Ops been published ? If so where can I get a soft copy of the same.
(c) What is the date for change over to EASA Ops from the erstwhile JAR Ops.
(d) What is the equivalent of JAR OPs 3 under the EASA regime ?
(e) Has any country started following the EASA Ops in conduct of helicopter operations?

I don't think that easa ops have been published speratly yet but the differences from jar ops can be found at http://easa.europa.eu/flightstandard...20Version.xlsx

Most states are running jar until October next year, and operators can choose which they want to use until then.

Correct me if I am wrong though.

You can see Air Ops in the list, and there's a link to the AMC/GM at the bottom of the page. On the AMC/GM page you need at least Annex I, II, III, and IV.

So in answer to your questions

(a) Yes. See above.
(b) ditto
(c) EASA Part Ops. Or to give it its full name ' Commission Regulation (EU) No 1178/2011 - "The Aircrew Regulation" as amended.
(d) For the UK, October 2014
(e) Don't know. In the UK, I understand that if you get your ops manual and Safety Management System approved you can operate to the new regulations as of now. The huge difference being that you can now no longer say 'heliport', you have to say 'aerodrome or other operating site'. I hope our illustrious moderator will take note and EASAise his handle as a result.

What you are looking for is Commission Regulation (EU) No.965/2012 - "Regulation Air-Operations". The relevant Parts are 'CAT' for Commercial Air Transport (which is the replacement for EU-OPS and JAR-OPS 3), 'NCC' for Non-Commercial operations by Complex motor powered aircraft, 'NCO' for Non-Commercial operations by Other than complex motor powered aircraft (includes flight training) and 'SPA' for SPecific Approvals (LVO, ETOPS, NVIS, HEMS etc.). All should be read on conjunction with Part-ORO - 'Organisation Requirements for air Operations' and the relevant AMCs and GM to each Part.

There are no longer separate regulations but instead separate sections within each Part for different aircraft categories. The Regulation has been in force since 28 October 2012 with states permitted a derogation until 28 October 2014.

Can anyone only confirm if any country has already shifted over to the new regulations from JAR OPS 3 / EU -OPS.

Many people would like such a thing, but I'm afraid it doesn't exist ! There are some extra resources to help you here though.

There used to be something called CAP 649 for helicopters that will be well out of date by now, but at least a place to start. Otherwise you could contact someone who writes ops manuals. PM for details.
