Different med crews have different personalities, and there are definitely some that enjoy flying low, and doing other things that aren't technically kosher. You can't stereotype med crew any more than you can pilots or any other large group of people. Not to stereotype,, but people in rural Wyoming do tend to be somewhat more adventuresome and anti-authoritarian than in some other parts of the world. I can believe that they were not only willing participants, but perhaps encouraged the whole thing. I've had it happen more than once, but I'm old enough to know better, and know how to say NO.

There is no weather minimum for the HEMS helicopters (JAR OPS 3). Flying below 800m and below 500´ cloud base (VMC) is in a discretion of PIC.

Am I wrong?

JAR OPS3 does not apply in the USA, of course.

Ignoring that, it isn't a HEMS helicopter but whether the helicopter is doing HEMS operations that matters. If a helicopter was being flown other than for HEMS, any rule derogation might not apply.
