100nm X country requirement for PPL( H)

Can someone explain why a QSP(A) (Qualified service pilot fixed wing) is exempt the 100nm x-country solo requirement? when a 20,000 hr ATPL & FE PPL/CRE IRR is not!

J400, when was the last time you used a map, stopwatch, no autopilot, etc, etc?

Without wishing to start an argument....

but if you look at the changes since JAR FCL has come in, they very much favour QSPs, by comparison with the rules pre- JAR FCL.

The reason may become clearer if you look at those in a position to make these decisions on behalf of the CAA and their background. It is a fact of life in the UK that you have to come to terms with.
