They must be running under 12,000 movements pa if they can let this start Amazing Helicopter Flights & Rides Over London | The London Helicopter

Hurrah! I'm sure The Globe will love these extra flights.

I'd estimate that they are running considerably less than quota and have been doing so for some time.
