Redhill/Wycombe landing fees

Can someone tell me why you pay £15 quid landing fee and £8 circuit fee (+VAT) when you train at Redhill, yet you dont at Wycombe. Redhill doesn't even have a hard runway.

You get a better class of sarcasm and abuse from ATC at Redhill, hence the larger fee. Wycombe do run them a close second though.
