VOR on test NOTAM
 
For our company check program they came up with this scenario:

Larnaka,NOTAM VOR on test.
wind 060/19 and TEMPO OVC010TCU.
GPS jamming so no RNP app.04
option ILS 22,circle to land 04,however the ILS requires DME of VOR
So can we use the DME of a VOR that’s on test?
Any thoughts on this?

Well that might be possible,if the weather stays above VMC.

Given this is EASA territory, it's not applicable, but nevertheless gives an idea how it could be interpreted:

7930.2 Notices to Air Missions (NOTAM)
Chapter 3
VOR/DME. Reference “VOR/DME” when the restriction simultaneously applies to both the VOR and DME performance. Just use “VOR” if the restriction only applies to the VOR component, and “DME” if it only applies to the DME component.

Does the NOTAM say the DME is unserviceable? If it’s only the VOR then I’d be happy to use the DME. The DME ident tone is higher so you know which you’re listening to. 3 x low VOR idents and 1 x high DME.

DME is colocated but not part of the VOR.
So yes, unless the DME is also out of service by NOTAM you can use the DME.
