yet another met question
 
the dry bulb temp at the surface is 8 degrees C if the temp at 4000' is 4 degrees C, then the air is ...

a) stable
b) unstable
c) conditionally stable

Temp has dropped by 4C so ELR is 4C/4000ft ie 1C/1000ft. This is less than the SALR of 1.8C/1000ft, therefore stable.

That's just your ambient air temperature.
