KPSP 13R/31L Displaced thresholds
 

I seem to remember (for what that is worth these days) something with the construction of the runway extensions being load bearing inadequate as being the reason for the displaced thresholds, but I cannot find out any information about this.
Can anyone help me out on this one?

I cannot speak for this particular airport, but if I had to guess, I'd say that the displaced thresholds provide the required approach angle clearance. I have seen cases at some US joint military and civil airports where there were arrestor cables in the displaced threshold areas, but it does not appear so in this case. If the load bearing of a certain portion of the runway is reduced, it's going to make that pretty clear. I have found that generally (though not always) its permitted, and actually desired, that you begin your takeoff in the displaced threshold area. It provides a greater accelerate stop distance, and gets you higher over the neighbours on departure. Read the rules for the airport...

Noise at the NW end and terrain to the SE (approach from the SE hardly flys over any houses at all)

shows elevations of over 1600 ft above the threshold right on the approach less than 8 miles away - this view from GE is pretty much on the airport boundary looking along the approach path from the SE - rather nasty little peak sitting there

It's not a load bearing issue because that displaced part of the runway is usable for takeoff.

I just cant figure out why they spent all that money for all of that runway...even for DEP, they use little of all of that runway.
Not sure if you recall, but I designed all of the Alaska RNP AR for PSP....

There must be something, because that is a lot of designed runway that cannot be used, or is not used.

It’s available for departure, the Chart Supplement shows 10,000 feet for TODA and TORA on 13R and 31L. Guessing the ends are displaced due to terrain on the approach.

I believe its for noise.
