PA system and legal requirements
 
Anyone know what the legal requirements are in relation to having a working PA system in commercial aircraft?

The reason I ask is that a colleague of mine recently flew to USA from UK and the PA was u/s so they didn't hear any of the pre-flight or in-flight announcements.

I think it's ok so long as you have loud hailers available to communicte emergency info to pax

For most Boeing types the mel states something along the lines of :-
"Alternate, normal and emergency procedures and/or operating restrictions
are established and used"
As previously stated usually loudhailers are the alternative !!

Quote from 737 MEL from one EU operator:

May be inoperative provided:
a) Alternate, normal and emergency procedures and/or operating restrictions are established and used, and
b) Flight Crew Compartment/cabin interphone system (Including chime system) are operative
NOTE: Any station function(s) that operate normally may be used
NOTE 2: The pilot in command will brief the crew on the alternate procedures to be adopted. This would be by use of the interphone and or megaphone as required.

Another 737 EU operator:
May be inoperative provided:
a) Alternate, normal and emergency procedures and/or operating restrictions are established and used, and
b) Flight attendant alerting system (audio and visual) operates normally.
c) Loudhailers x2 are confirmed fully serviceable prior to each departure.
NOTE: Any station function(s) that operate normally may be used.

In either case:
Alternate procedures:
1) PA system from rear galley or
2) Pre-departure safety demonstration done from flight deck prior to engine start.
Emergency procedures: Use loudhailers.
