Second stage FPL
 

Could anyone please explain to me what a second stage FPL is? I've searched online, but can only find vague references to it in the Dutch AIP and in a Eurocontrol manual regarding the IFPS... and nowhere else. Is this a specific Dutch type of FPL? Or is it an ICAO/regional standard that no-one except the Netherlands uses? Or have I lost the plot completely and it is in fact something everyone uses and I've been asleep for while?

The term seems to be referring to flights through intermediate stops, as covered in 4.5.3 of PANS-ATM.
