SEVERE ICE ACCRETION - > 5mm

I think most on here accept the general definition of SEVERE ICING to be that rate of ice buildup that exceeds the anti icing capabilty of the aircraft.

In one of our recent Airbus FCOM revisions (3.04.30 P2) there is a new defintion for SEVERE ICE ACCRETION that seems to challenge the generally accepted definition. Essentially it states ice accretion is severe if it exceeds 5 mm in depth. There's no time dimension associated with the definition to clarify a rate of accretion. It's just a linear depth measurement.

Is that not causing a little head shaking out there?

5 mm of ice in a hr is nothing. 5 mm in a few minutes is.

Any thoughts?
