Flight time limitations in the EU
 
Now that there is an open skies policy in Europe, are all EU countries governed by the same flight time limitations? Are the FTL's different for RPT operations as opposed to charter?

Does anyone have a web-link to the actual rules?

Absolutely not! Unfortunately, each and every country believes that it invented aviation and therefore has its own, non-negotiable, set of FTL regulations. Also, in this part of the world we don't generally have any FTL differences bewteen RPT and Charter. Instead, we use rules dependent upon the sector length - the long haul guys have similar but different rules to the short haulers.

Where can the actual European CAA rules be located? Are they on the web?

The closest you'll come to the so called Subpart Q is the ECA website. Relevant links on the page.
