Visibility 3100m in Russian TAFs

Anyone knows why so many russian airports predict a visibility of 3100m in bad weather, at least now during winter time? I know that they do kind of a worst-case forecast, just curious what would happen if they reported 3000m...

gee, I never thought of that... no seriously, maybe i wasn't very clear with this question.
second try: would a forecasted visibility for a russian airport of less than 3000m result in any Airport or Approach restriction, like an airport is not usable as an alternate with a visibility of 3000m or less?
