Tokyo Haneda SID

A few month ago, news reported that an airliner departing Tokyo Haneda RW34R overshot the SID and flew into Tokyo downtown area.
Recently I check pulished SID, it only mentions that "Turn right at or above 700ft to proceed to TORAN"
The SID does not even specify the intercepting course to XXX.
The downtown area is not designated as restrict or prohabited area.
None restricts pilots to fly straight more than "usual" for any reason.

Why was the flight route regarded as an issue?
