Hi/Lo Enroute Charts

What is the difference between Hi and Lo en-route charts ? who all uses hi and who all uses low ?

In the US, Hi is for FL180 and above, Lo is below FL180.

High enroute is for FL 180 for FL 200 (depending on area) and above.

Which doc can I refer for this Info ? Is it given in AIP or some where ?
I am not able to prove this by referring a doc , Please guide !
