Question South America's main governing body?

I am trying to find out what licences are accepted in South America or what governing body they fly under.

Do they fly under JAA or FAA or their own entity? If their own entity, what licences does a pilot require to fly into any of the South American countries from O/S? If dependant on countries, what are the main licences accepted throughout?
